Byblos ships are depicted with only 7 sets of oars, as well as 3 sets of steering oars.
In the depictions a length of rope appears to stretch from the paddle of the oar to the wale. The rope appears stretched when the oar is in use and coiled around the oar when it is retracted. Unfortunately the image is not detailed enough and we can only assume that the oar passed through a loop of rope, attached to a hole on the wale.
